What is program development?

Program development is a broad term that references either the review of an existing program, or the implementation of a new program. Dr. Salema’s program development abilities are influenced by work in prison-based sex offender treatment programs, sex offender civil commitment programs, and prison-based mental health units. Additionally, Dr. Salema’s collaboration with community corrections, social service agencies, and independent organizations have provided unique perspectives into the workings of different systems, and has allowed for programmatic review through multiple approaches. Dr. Salema has actively engaged in the strategic planning process and SWOT analyses across several settings for many years.

What is Dr. Salema’s approach to program review and development?

Dr. Salema’s initial step in programmatic review and development is to develop a solid understanding of programmatic and organizational structure and goals. Dr. Salema understands that program review involves observations, interviews, document review, and plan development. She also recognizes that there are multiple perspectives needed to conduct an effective program review, including persons served, the workforce, key stakeholders, and the larger community. Dr. Salema strives to address program development from all perspectives in order to maximize effectiveness and respond to organizational needs. Areas identified in need of improvement are always accompanied by realistic, detailed objectives toward maximizing efficacy and resources to reach optimum functioning.
